India test fires new long-range nuclear-capable missile

NEW DELHI - India test-fired its new nuclear-capable Agni III missile Sunday, a news report said.

The launch took place at India's main missile testing center in Orissa state in eastern India, Press Trust of India news agency reported.

The launch of the missile, with a range of 3,000 kilometers is seen as a routine test, and not saber-rattling with India's nuclear-armed archrival Pakistan.

The missile was launched at 11:05 Indian time and splashed down near the Nicobar islands in the Bay of Bengal, PTI quoted defense officials as saying.

Indian Defense Minister Pranab Mukherjee was at the launch complex, on Wheeler Island off the Orissa coast, to witness the launch of the missile, PTI reported.

New Delhi and Islamabad regularly test-fire missiles, but normally only give each other prior notice for long-range launches. It was not immediately clear whether India informed Pakistan ahead of Sunday's test.

There was no one available at the Indian Defense Ministry on Sunday to comment on the test.

U.S. envoy denies pressing for sanctions on N. Korea
A U.S. envoy on a tour of Asia denied pressing South Korea on Sunday to support sanctions on North Korea in wake of its latest spate of long-range missile tests.

Japan, with U.S. backing, has proposed a UN Security Council resolution calling for sanctions against Pyongyang's missile and weapons of mass destruction programs, but Moscow and Beijing oppose it. Seoul has not taken a public stand on them, though it has suspended food and fertilizer aid to the impoverished nation.

In separate meetings, U.S. Assistant Secretary of State Christopher Hill convened with Song Min-soon, presidential security adviser, and Unification Minister Lee Jong-Seok, who will lead a South Korean delegation to talks with the North on Tuesday.

"I'm not here to talk about sanctions,"
Hill told reporters on his way into the meeting with Lee.

South Korea has taken a mixed approach toward the North. It condemned the tests and cut off some aid, but has also called for "patient dialogue"
and plans to go ahead with talks with Pyongyang later this week.

After the meeting with Hill, Song told The Associated Press that Seoul was not convinced that sanctions would stop North Korea's missile efforts, and he said more work was needed to see whether that was the best step to take.

"We first need to determine if such measures will be effective in preventing the North's missile proliferation,"
Song said, refusing to say clearly whether Seoul supported or opposed the idea.

On Sunday, Hill emphasized that all of North Korea's neighbors were within range of the missiles tested last week, and therefore they all have a stake in reining in Pyongyang's weapons development.

"There was a missile for every partner,"
he said after meeting Lee. "This is not a U.S. problem - this is a much broader problem."

The North in recent days has remained defiant, insisting on its right to test missiles and saying the launches could continue. Pyongyang has also threatened to take "stronger"
measures against anyone who tries to stop further tests.

Tokyo, well within range of Northern missiles, was standing firm in its support for sanctions. Foreign Minister Taro Aso said on Sunday that Japan would not change the resolution's stern wording and would push for a Monday vote despite the opposition.

"To compromise because of one country which has veto power, even though most other countries support us, sends the wrong message,"
Aso told national broadcaster NHK, apparently referring to China. "We can't alter our stance."

Aso added that Russia might abstain.
